To transfer into the republican ownership and economic management of RUE "Minskenergo" power supply facilities of gardening partnerships in accordance with the Regulations on the procedure for transferring into the ownership of the Republic of Belarus power lines and transformer substations of gardening partnerships, approved by the Decree of the President of the Republic of Belarus dated 30.05.2023 № 155 “On gardening partnerships” gardening partnerships provide the following documents to make a decision on transfer to the balance of the energy system:

1. high voltage (external) electrical networks and transformer substations with voltage 10 kV:

1.1 written request on the issue of transferring these objects into republican ownership and economic management of RUE "Minskenergo" (sample application is attached);

1.2 decision of the authorized body of the partnership, at which, in accordance with the established procedure, a decision was made to transfer high-voltage electrical network facilities into the ownership of the Republic of Belarus, including providing the partnership and its members with unhindered access to such facilities for their further maintenance and operation;

1.3 copies of inventory cards for recording fixed assets or other documents, confirming the ownership of high-voltage electrical network objects by the partnership;

1.4 copies of the certificate of state registration of the partnership;

1.5 copy of the Charter of the gardening partnership.

2. low voltage (internal) electrical distribution networks voltage 0,4 kV:

2.1 written request on the issue of transferring these objects into republican ownership and economic management of RUE "Minskenergo" (sample application is attached);

2.2 decision of the authorized body of the partnership, at which, in accordance with the established procedure, a decision was made to transfer low-voltage electrical network facilities into the ownership of the Republic of Belarus, including providing the partnership and its members with unhindered access to such facilities for their further maintenance and operation;

2.3 copies of inventory cards for recording fixed assets or other documents, confirming the ownership of low-voltage electrical network objects by the partnership;

2.4 copies of the document or documents, certifying the right to a land plot, or land plots, on which the transmitted objects of low-voltage electrical networks are located (the intended purpose of which is a land plot for the construction and maintenance of energy facilities);

2.5 extract from the registration book of rights, restrictions (encumbrances) rights to a capital structure or (except in cases, if electrical network facilities are not permanent buildings, confirmation of which is the conclusion of the local executive and administrative body);

2.6 technical passport (except in cases, if electrical network facilities are not permanent buildings, confirmation of which is the conclusion of the local executive and administrative body);

2.7 copies of the certificate of state registration of the partnership;

2.8 copy of the Charter of the gardening partnership.

EXAMPLE (EXTRACTS FROM THE PROTOCOL) GENERAL MEETING OF THE GARDENING PARTNERSHIP

Taking into account the requirements of paragraph 205 Power Supply Rules, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 17 October 2011 Mr. № 1394 (further – Rules) and parts of the second subparagraph 17.1 item 17 Model internal regulations of a gardening partnership, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 1 December 2023 Mr. № 846, citizens - members of a gardening partnership reimburse the gardening partnership's expenses for power supply to garden houses, other electrical receivers, including public facilities (well pump, street lighting, gatehouse lighting, etc.), technological consumption of electrical energy for its transportation in electrical networks of gardening associations (desoldering from VL-10 kV, voltage power transformer 10/0,4 kV, VL-0,4 kV) in order, defined by law, regulating the activities of gardening partnerships.

RUE "Minskenergo" makes payments to gardening partnerships in accordance with the power supply agreement, concluded with a partnership, taking into account the requirements of paragraph 170 Rules, based on readings from group electrical energy meters, according to the tariff, established by subparagraph 1.3 item 1 appendices to the resolution of the Ministry of Antimonopoly Regulation and Trade of the Republic of Belarus dated 27.02.2017 № 16 for gardening societies.

Based on item 174 of the Rules, in the case of installation of an electrical energy meter not on the border of the balance sheet ownership of electrical networks and the operational responsibility of the parties, the gardening partnership is additionally billed monthly for the consumed electrical energy with the value of the technological consumption of electrical energy (losses) for its transmission via electrical networks.

The conclusion of RUE "Minskenergo" direct contracts for the provision of electricity supply services with the owners of garden plots in the gardening partnership is possible only after the transfer of high-voltage and low-voltage electrical networks of the gardening partnership to the economic management of RUE "Minskenergo" in accordance with the procedure, determined by the Decree of the President of the Republic of Belarus dated 30.05.2023 № 155 "On gardening partnerships".

After the conclusion of these agreements, in accordance with part 5 item 51 Regulations on the procedure for settlements and payment of fees for housing and communal services, service for managing common property of joint household ownership and fees for the use of residential premises of the state housing stock, as well as reimbursement of electricity costs, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 27.08.2025 №465 (hereinafter - Regulation), Electricity services are charged at a subsidized rate for the population, established in subparagraph 5.1 item 5 applications 2 to the resolution of the Council of Ministers of the Republic of Belarus dated 25.02.2026 № 93, from payers of housing and communal services (subscribers) in relation to those in their ownership and (or) in the possession and use of garden houses equipped with individual metering devices for electrical energy consumption (buildings), dacha.

In accordance with part 4 item 51 Provisions for payment for electricity supply services in case of use of electrical energy, including for heating needs, heating and hot water supply, charged at subsidized rates for the population, established in subparagraphs 3.1 and 3.2 item 3 applications 2 to the resolution of the Council of Ministers of the Republic of Belarus dated 25.02.2026 № 93, subject to the following conditions being met at the same time:

– availability of a technical passport for the garden house drawn up in the prescribed manner, dacha;

– availability of registration at the place of stay in the garden house, at the dacha, owned and (or) in the possession and use of the payer of housing and communal services (subscriber), being a non-working pensioner, who have reached the generally established retirement age, face, entitled to benefits on payment for electricity services in accordance with paragraph 6 of this Regulation, or a disabled person of group III, based on a written application, presented to the performer, and related documents (document on registration at the place of stay, for non-working pensioners, who have reached the generally established retirement age, – pension certificate and work book or other document, confirming, that the pensioner is not working, for persons, eligible for benefits, – documents, confirming the right to benefits, for disabled people of group III - a disability certificate);

– absence from the garden house, district heating system at the dacha- and gas supply and the presence of an electric stove (electric hob) household stationary for food preparation.

Pay attention, that the above subsidized tariffs apply from the 1st day of the month, next month, in which the subscriber submits to the energy supplying organization a written application for the application of such subsidized tariffs for the population and a copy of the document confirming his registration at the place of stay in this garden house, at the dacha.

In accordance with paragraph 6 Provisions of benefits for electricity supply to citizens, entitled to benefits in accordance with article 16 Law of the Republic of Belarus dated 14 June 2007 Mr. No. 239-Z “On state social benefits, rights and guarantees for certain categories of citizens", registered at the place of residence (or place of stay at the citizen’s choice), are provided in the residential area, garden house, at the dacha.

Relief on electricity bills, consumed in the garden house, can be issued only if there is a direct contract for the provision of electricity services, concluded by the owner of the garden house with RUE Minskenergo, if the beneficiary has temporary registration at the place of stay in this garden house.

Pay attention, that the benefit is provided at the choice of the beneficiary citizen: at the place of registration at the place of residence, or at the place of temporary registration at the place of stay. Simultaneous use of the benefit at several addresses is not allowed..

Remote type metering panels (hereinafter referred to as ShchUE) must be installed outside the garden house and (or) other permanent structure, construction site for (on) border of the land plot, owned (lifelong inheritable ownership, use, rental) member of the partnership.

The ShchUE housing must be made of steel with a protective coating of powder polymer compositions, galvanized steel or polymer materials (including. plastics). At the same time, the ShchUE housing must have rigidity and mechanical strength, ensuring normal operating conditions for devices and devices, installed in ShchUE. There must be a window made of impact-resistant material on the control panel door to take meter readings.

If, during an inspection of low-voltage electrical network facilities, it is revealed, that the control panel is installed on the wall of the house, fence designs or structures, located within the boundaries of the land plot of a member of a gardening partnership, then information about it must be noted in the document drawn up during the inspection “Results of a joint inspection by the energy supply organization and the state energy and gas supervision body of electrical network facilities of the gardening partnership” for the subsequent organization of work by a member of the partnership to remove it.

Settlement accounting tools must be mass-produced, their types must be included in the State Register of Measuring Instruments of the Republic of Belarus, have a valid state verification mark and be in working order.

It is allowed to install a split meter instead of ShchUE. Measuring part of a split meter, usually, should be placed at a difficult-to-reach height on an overhead power line support, to which the branch to the input device of the garden house is connected.

A switching device must be installed in front of the meter for its safe replacement. (with sealing device), allowing you to relieve voltage from all phases, connected to the meter.

Protective equipment should also be placed in the control panel together with the meter., installed after the counter.
