The objective of the RUE Energy Saving Action Plan “Minskenergo” is to improve energy efficiency, i.e. increasing the level of use of all types of energy economically viable, in progressive ways at the current level of development of technology and technology.
The main indicator of increasing the efficiency of the use of fuel and energy resources as a result of the implementation of energy saving measures is the saving of fuel and energy resources.
When forming action plans to achieve goals, implementation of tasks and planned values of target indicators in the field of energy saving, ways to maximize, economically feasible use of existing fuel and energy saving reserves
Energy saving measures are included in action plans, which include:
– measures to introduce modern technologies at existing facilities, equipment, devices, automation systems, regulation, control of energy consumption and consumption, thermal modernization of buildings and thermophysical control, technological equipment and machines, pre-insulation of pipelines, new circuit solutions, as a result of the implementation of which fuel and energy resources savings are achieved;
– reconstruction, modernization, new construction of energy facilities, facilities and communications using local fuel and energy resources, renewable and secondary energy resources, pre-insulation of pipelines, as a result of the operation of which fuel and energy resources savings are achieved.
The “Energy Saving Action Plan” must include measures, recommended by energy audits, as well as energy saving elements identified during the design as part of the projects being implemented for the reconstruction and modernization of equipment.
The development of energy saving measures by RUE Minskenergo is based on fulfilling the requirements of regulatory documents of the Republic of Belarus in the field of energy saving (Law of the Republic of Belarus "On Energy Saving", "Regulations on some measures for the implementation of the state program in the field of energy saving", approved. Decree of the Council of Ministers of the Republic of Belarus dated 18.03.2016 №216.
System for the development and implementation of energy saving measures RUE “Minskenergo” includes: correct choice of object, ways and means of identifying internal reserves of fuel and energy savings, creation of favorable industrial, organizational, financial conditions for the implementation of the developed measures to save fuel and energy resources and eliminate losses of fuel and energy resources.
Evaluation is carried out before the activities are included in the plan (feasibility study) the effectiveness of the implementation of measures in order to select the best option for the implementation of measures and the sequence of their implementation.
RUE "Minskenergo" is developing (summary) Action Plan for Energy Saving RUE “Minskenergo” based on offers from branches. The line and sources of financing of the plan are determined, the volume of financing of implemented activities and design work for the year.
State Production Association "Belenergo" brings the indicator on energy saving (in t.c.f.) for the coming year.
The implementation of the energy saving indicator is ensured by the implementation of the RUE Energy Saving Action Plan “Minskenergo”.

Total costs for the implementation of energy saving measures for January-December 2025 years for RUE "Minskenergo" amounted to 90,06 million rubles, of which at the expense of funds:
- own funds 78,37 million rubles;
- bank loans 10,44 million rubles;
- investment funds 1,25 million rubles.
By order of the State Production Association "Belenergo" dated 06.02.2026 No. 36 “On some issues of saving and rational use of fuel and energy resources in 2026 year" brought to 2026 year target for saving fuel and energy resources – 14,084 thousand here, task for the target energy saving indicator – -1,2%.
Energy saving action plan of RUE "Minskenergo" for 2026 year in accordance with the established procedure agreed by the Energy Efficiency Department of the State Standard of the Republic of Belarus and approved by the State Production Association "Belenergo".
